The Manheim Township Police Department is investigating thefts from lockers in the men’s locker room of three fitness centers in Manheim Township and Lancaster Township. The thefts occurred during the early evening hours of February 28, 2011.

At LA Fitness, 1300 Lititz Pike, Manheim Township, wallets and cash were taken from two lockers. Total loss $200.

At Planet Fitness, 366 Carerra Dr, Manheim Township, four lockers were entered. A wallet and cash was taken from one, while clothing was taken from the others. All of the clothing was recovered nearby. Total loss $70.

At Planet Fitness, 1319 Millersville Pike, Lancaster Township, five lockers were entered. Clothing, wallets, cash, a camera, and an Iphone were among the items taken. Loss $1,480.

In all but one of the thefts, the padlock was forced open to gain access to the locker.

2) Attempted Burglary, January 28, 2011, 1200 Block Wilson Avenue (LT) – The rear door to a residence in the 1200 Block of Wilson Ave was damaged sometime during the evening hours of Jan 28, 2011, in an apparent burglary attempt. No entry was made. Damage $50.

Armed Robberies

The Manheim Township Police Department and the East Hempfield Township Police Department are investigating four convenience store armed robberies which occurred this past weekend:

• 7:26 a.m. Dec 18, 2010 – Turkey Hill, 1349 Millersville Pike, Lancaster Township
• 6:25 a.m. Dec 19, 2010 – A-Plus, 1204 Lititz Pike, Manheim Township
• 1:22 a.m. Dec 20, 2010 – A-Plus, 1204 Lititz Pike, Manheim Township
• 4:44 a.m. Dec 20, 2010 – Turkey Hill, 2171 Columbia Ave, East Hempfield Township

The robberies were committed by a black male in his 30’s or 40’s, who was wearing a dark blue or black hooded sweatshirt, blue jeans, white sneakers, and black gloves. In each case, the suspect went behind the register and confronted the clerk. A knife was displayed in three of the four robberies. The suspect fled the stores on foot after obtaining cash from the store. There were no injuries.

It is believed that the robberies were all committed by the same individual. Surveillance photos from one of the robberies appear below. Lease Amendment Passed

Shortly after 8 o'clock Tuesday night, Bill Laudien could finally smile.

The Lancaster Township manager had been trying for nearly 18 months to convince School District of Lancaster to lease land for a new township fire station on Millersville Pike.

The proposal, which was first floated nearly a decade ago, was twice before rejected by the school board.

But the third attempt proved to be the charm Tuesday night as the SDL board approved a lease amendment that will provide 2.2 acres of district-owned land in Lancaster Community Park to the township at no cost.

"I'm pretty happy," a beaming Laudien said after the 8-1 vote. "It's been a 10-year effort, especially active in the last year and a half, and it's nice to move past this stage.

"The next step is to go through the subdivision and land-development process — and then build a firehouse."

SDL board member Janelle Simms was the lone vote against the lease amendment. Simms said she objected to the district leasing the land for free during difficult economic times.

Board president Linda Owens supported the lease amendment but was critical of the township, saying it failed to keep the school district abreast of its decision to switch its police coverage from Lancaster city to Manheim Township.

The change, implemented Jan. 1, forced SDL to hire a new school resource officer at Wheatland Middle School at an additional cost of $22,000. The switch also affected the status of crossing guards at Buchanan and Burrowes elementary schools.

The district should have been included in the discussion stage of the police contract because of its impact on SDL students and finances, Owens said.

During an interview after the vote, Laudien said the police contract "is completely unrelated" to the fire station lease. He declined further comment.

He did mention that Lancaster Township has helped the district in several ways in recent months, including donating land and materials for a new student drop-off drive at Buchanan, providing plowing services at the school last winter and donating a piano to Hand Middle School.

The lease agreement "is a good step forward, and I think it's going to lead to more cooperation," Laudien said. "And in this economic climate, it's a necessity for all of us to work together."

The amendment alters a 1991 lease negotiated between the township and district that provided 29 acres of district-owned land at no cost for Lancaster Community Park.

The amendment allows the township to subdivide 2.2 acres of parkland next to Planet Fitness for the station, which will face Millersville Pike. To make up for that land, the district will provide an additional 2.2 acres of undeveloped land to the township — also at no cost.

In an earlier proposal, Lancaster Township had sought 7 acres for the station, which would have required relocating two or three athletic fields. It also would have threatened to disrupt an undeveloped wooded buffer between the park and SDL's Wheatland Middle School.

Township residents, park users and some school board members objected to that plan, which also would have placed the fire station entrance on Atkins Avenue, near athletic fields.

The revised plan moved the station away from the fields and added a main entrance and exit off Millersville Pike. A second, one-way entrance also is planned from Atkins, but it will be away from the fields and will tie into the existing Manor House Drive.

Under the revised proposal, none of the soccer, rugby or baseball fields will be moved.

Lancaster Township expects to spend $2 million to $4 million on the fire station, which will replace its aging firehouses in Bausman and Hamilton Park.

The township plans to retain the Hamilton Park property, located next to its municipal offices. But it might sell the Bausman site, which could be developed into housing.

Construction on the fire station project isn't expected to begin until spring 2012.

1) Burglary, 3:15 a.m. October 11, 2010, 641 Wyncroft Lane (LT) – Officers responding to an alarm at Alliance Impairment Management, 641 Wyncroft Ln, Lancaster Township, at 3:15 a.m. October 11, 2010, found a window broken. Computers were taken. Loss amount has not yet been determined.

2) Burglary, October 10, 2010, 900 Block Elm Avenue (LT) – A residence in the 900 Block of Elm Ave, Lancaster Township, was entered through an unlocked window sometime during the day on October 10, 2010. Electronics and jewelry were taken. Loss $6,700.

3) Thefts from Vehicles, October 10, 2010, 1025 Columbia Avenue (LT) – Two unlocked vehicles were entered in the parking lot of First Assembly of God, 1025 Columbia Ave, Lancaster Township, sometime between 10:30 a.m. and 12:45 p.m. October 10, 2010. A GPS was taken from one and a cell phone from the other. Total loss $350.

4) Theft from Vehicle, October 10, 2010, 1110 Millersville Pike (LT) – An unlocked vehicle was entered in the parking lot of the House of Pasta, 1110 Millersville Pike, Lancaster Township, sometime between 12:30 p.m. and 4:00 p.m. October 10, 2010. A duffel bag containing clothing was taken. Loss $500.

5) Selective Enforcement Detail, October 10, 2010, North President Avenue (LT) – A speed check was conducted on North President Ave near West James St, Lancaster Township, on October 10, 2010. Nine motorists were cited for speeding in the 25 mph zone. Two of the nine were cited for license violations.

Attempted Burglary, October 6, 2010, 400 Block South School Lane (LT) – An attempt was made to force entry into a home in the 400 Block of South School Ln, Lancaster Township. Occurred during the day on Oct 6, 2010. No entry was made, but the residence sustained $70 damage.

Theft, August 25, 2010, 200 Block Kentshire Drive (LT) – A resident of the 200 Block of Kentshire Dr, Lancaster Township, reported that his five-month-old pitbull was stolen from his backyard sometime between 8:30 a.m. and 11:30 a.m. August 25, 2010. The dog had been chained to the back deck. The dog is bluish gray weighing approximately 40 pounds with a white stomach and a white patch of fur on the front right paw. Loss $700.

Wanted for Burglary & Vehicle Theft

A criminal complaint has been filed against Corey T. Armor M/38 of Main Street, Steelton, for Burglary, two counts of Theft, and four counts of Access Device Fraud.

On July 24, 2010, an employee of the Rodeway Inn, 30 Keller Avenue, Manheim Township, reported that her 1994 Plymouth Voyager had been stolen from the lot of the hotel. The keys to the car had been stolen from a room at the hotel sometime during the day. Her purse was in the car at the time of the theft. Credit cards that had been in the purse were used on the same day to make four purchases at stores in Elizabethtown and Harrisburg.

Armor was identified by investigators through surveillance video at the stores. The vehicle was recovered by officers when they went to a relative’s house on Main St in Steelton on July 27, 2010. Armor was not located. The criminal complaint was filed before MDJ David Miller.

1) Burglary, 9:45 a.m. August 3, 2010, 100 Block Sterling Place (LT) – Alexander Rivera M/29 of North Street, Lancaster, was arrested following an incident in the 100 Block of Sterling Place, Lancaster Township, at 9:45 a.m. August 3, 2010. Rivera took some items from his ex-girlfriend’s residence after forcing open a door. He fled but was located nearby and taken into custody by responding officers. He was arraigned before MDJ Sponaugle on charges of Burglary, Criminal Mischief, and Harassment, and committed to Lancaster County Prison in lieu of $10,000 bail.

2) Theft from Vehicle, 100 Block Atkins Avenue (LT) – A resident of the 100 Block of Atkins Ave, Lancaster Township, reported that a window on his vehicle was smashed sometime overnight August 2-3, 2010, while the vehicle was parked in front of his residence. Several electronic items were taken. Loss $420.

Lancaster Township Youth Aid Panel

The Youth Aid Panel provides an alternative to the judicial system for first time juvenile offenders.

If a juvenile commits a first offense, admits to the offense and is willing to provide restitution for the offense, then that case is taken from the judicial system and referred to the Lancaster Township Youth Aid Panel. The Panel works with both the victim and offender to increase the accountability and responsibility of the youth for their action, while satisfying the offense against the victim.

This position requires a training course held in the fall. The course is one night a week for 8 weeks, typically on a Tuesday or a Thursday. Once established the Panel will meet once a month on a night to be determine. We’re asking for at least a one year commitment for all appointees.

There are 6 positions available for the Panel.

The Lancaster Township Planning Commission

The Planning Commission’s role is to promote and coordinate comprehensive long-range planning, growth-management, transportation, and environmental protection, as it makes its recommendations to the Lancaster Township Board of Supervisors.

The Planning Commission meeting is held on the third (3rd) Tuesday of every month at 7:00 pm at the Township office located on 1240 Maple Avenue.

This position doesn’t require any specific training, but the Township does provide training opportunities for all commission members. The current vacancy is to fill a term through 12/31/13.

On August 9th, as part of the regular Supervisors meeting, the Supervisors will be conducting a public hearing regarding the renewal of the Comcast Cable franchise renewal.

This public hearing is part of the preliminary portion of franchise renewal, in which the Township/Borough reviews the cable operator’s past performance and identifies the Township’s future cable-related community needs. As such, as part of this public hearing, we invite comments from any citizens who wish to speak regarding either or both of the aforementioned subjects.

Franchise renewal is the best opportunity for municipalities to assert their rights with respect to their cable operators and to obtain important benefits in return for granting the cable operators the right to use its public rights-of-way. These benefits include:

1. A State-of-the-Art Cable System now and in the future;
2. Strong Customer Service Standards;
3. Free Services to Community Facilities;
4. Better Reporting Requirements from the Cable Operator;
5. Franchise Fees;
6. A Franchise Grant;
7. An Educational and Governmental (EG) Channel;
8. Legal Protections of the Rights-of-Way; and
9. Better Mechanisms to Enforce the Franchise Agreement.

These are just some of the potential benefits available through franchise renewal. Citizens may address these items or any other cable-related items that are important to them.

West Nile Spraying

The Lancaster County West Nile Virus (WNV) – Mosquito Control Program will be conducting an ATV mounted Ultra Low Volume (ULV)

Mosquito control operation in Lancaster Township, Lancaster County. High populations of mosquitoes that have positive for WNV have been detected in the vicinity of residential communities near the intersection of Schoolhouse Road and Millersville Pike.

Weather permitting, the control work will take place late Monday evening, July 12, 2010. Should inclement weather prevail or other unforeseen circumstances occur, the event will happen Tuesday evening, July 13, 2010.

As Coordinator of the program I will be on-site for the application, operating under Business Unit #BU4451. To provide effective control of adult mosquitoes via quick knockdown, Biomist 3+15 will be applied at a rate of 0.75 ounces per acre (please see attached MSDS). This is a low residual adulticide which will be gone by sun-up.

14) Retail Theft Arrest, 7:15 p.m. June 11, 2010, 1204 Millersville Pike (LT) – Juping Song F/41 of Atkins Ave, Lancaster, was cited for Retail Theft after she left Weist Market, 1204 Millersville Pike, Lancaster Township, without paying for $62 worth of merchandise.

15) Theft Charge (EP) – A criminal complaint was filed against Scott J. Sharpe M/33 of New Haven St, Mount Joy, for Theft. On April 24, 2010, while employed at Haydn Zug’s Restaurant, 1987 State St, East Petersburg, Sharpe took two bottles of champagne. Loss $50.

Burglary Arrest

An arrest has been made in connection with four burglaries which have occurred in Lancaster Township between June 1 and June 8, 2010. Mario B. Quinones Jr. M/23 of Susquehanna St, Lancaster, was taken into custody on June 9, 2010, by Manheim Township Detectives. Quinones had been developed as a suspect by investigators through information from alert citizens. The burglaries involved occurred in the 200 Block of South School Lane, the 600 Block of South West End Avenue, and the 1000 Block of Maple Lane. Items taken included laptops, electronics, and jewelry, with a total approximate value of $7200. Quinones was charged with four counts of Burglary and four counts of Theft, and committed to Lancaster County Prison in lieu of $250,000 bail.

1) Retail Theft Charge - A criminal complaint has been filed against Stephen P. Monahas M/34 of Race Ave, Lancaster, for felony Retail Theft. On May 8, 2010, an employee of Kmart, 1890 Fruitville Pike, Manheim Township, observed Monahas conceal $146 worth of DVDs in his pants. The DVDs were recovered when the employee confronted Monahas in the parking lot. Monahas then drove away. The criminal complaint was filed before MDJ David Miller on May 13, 2010, and a warrant now exists for his arrest. His whereabouts are unknown. His photo appears below. The traffic commission reviewed a request for a stop sign to be errected at the intersection of Davis and Atkins Drives.

As conducting a traffic study the commission has determined that the intersection did not me any of the conditions of traffic volume, accident history, nor sight distance. Therefore it was concluded that the intersection did not qualify for a stop sign.

However, in an attempt to improve conditions at the location, we are working with the adjoining property owners to have some bushes cut back to improve sight distance. Additionally, the police will increase patrols in the area to discourage speeding.

On Monday, the Traffic Commission reviewed a request for a stop sign on Atkins Road at the intersection with Davis Drive.

After conducting traffic counts for speed and volume, researching accident history, and measuring sight distances, the Commission concluded that the intersection did not meet any of the prescribed requirements for a stop sign.

Great job Manheim Township Police !

Kevin C. Shenk M/25 of Colonial Crest Drive, Lancaster, has been charged with seven counts of Burglary, six counts of Theft, and one count of Attempted Theft. The charges are the result of an investigation into seven residential burglaries which occurred during the daytime between April 1 and April 26, 2010 in the following locations:

• 6100 Block of Lemon Street, East Petersburg
• 1600 Block of Stevens Street, East Petersburg
• 100 Block of West Roseville Road, Manheim Township
• 1800 Block Harrington Drive, Manheim Township
• 1500 Block Esbenshade Road, Manheim Township
• 1800 Block Sturbridge Drive, Manheim Township
• 1500 Block Springside Drive, Lancaster Township

Over $22,000 worth of jewelry and electronics was taken in these burglaries. In the incident on West Roseville Road, Shenk fled without taking anything after being confronted by the homeowner.

Shenk was arraigned before MDJ David Brian and released on $100,000 unsecured bail.

Stephen P. Monahas M/34 of Race Avenue, Lancaster, has been charged with 57 counts of Theft from Vehicle as the result of an investigation into car windows being smashed and items being stolen between January 17, 2010, and April 19, 2010. Total loss in damage and theft from these crimes exceeds $34,000.

Although the most common items taken were GPS units, other items were also taken such as purses, cameras, cell phones, Ipods, stereos, and wallets. A firearm was stolen in one of the incidents.

The thefts occurred at various locations in Lancaster Township and Manheim Township, including:

• Two churches and a synagogue in the 1000 & 1100 Block of Columbia Avenue
• Planet Fitness, 1319 Millersville Pike
• Castle Roller Rink, 1400 Elm Avenue
• Eden Resort, 222 Eden Road
• Three hotels on Granite Run Drive
• Penn Cinema, 541 Airport Road
• Two churches along Oregon Pike
• North President Avenue
• Restaurants in both Townships

This arrest is the result of a lengthy investigation involving all members of the Manheim Township Police Department. Investigators continue to work to determine what happened to the items that were taken.

Monahas was also charged with one count of felony Theft for the incident involving the firearm, and eight counts of Access Device Fraud for utilizing credit cards that were taken during the thefts. On May 5, 2010, Monahas was taken into custody and turned over to Central Booking for arraignment. He was released on $20,000 unsecured bail.

13) Retail Theft/Assault Arrest, 6:45 p.m. April 16, 2010, 1890 Fruitville Pike (MT) – Alberto Ramos-Vega M/39 and Jose E. Cruz-Rodriguez M/29, both of South Queen St, Lancaster, were arrested at Kmart, 1890 Fruitville Pike, at 6:45 p.m. April 16, 2010. Cruz-Rodriguez left without paying for a camera, valued at $70. Ramos-Vega left without paying for two MP3 players, valued at $118. When an employee attempted to stop Ramos-Vega, he pointed a handgun at the employee and fled into the parking lot. A Manheim Township officer who was entering the lot was alerted to what was occurring and arrested both, who had entered a vehicle in the lot. The gun was retrieved and found to be a BB pistol. Ramos-Vega was charged with Simple Assault, Possessing Instruments of a Crime, Retail Theft, False Identification to Law Enforcement, and Criminal Mischief. He was committed to Lancaster County Prison in lieu of $25,000 bail. Cruz-Rodriguez was charged with Possessing Instruments of a Crime and Retail Theft, and released on unsecured bail.

14) Retail Theft Arrest, 7:30 p.m. April 16, 2010, 1204 Millersville Pike (LT) – Darell Blake M/47 of Old Dorwart St, Lancaster, was cited for retail theft after he left Weis Market, 1204 Millersville Pike, without paying for $17 worth of merchandise.

Burglaries and Thefts from Vehicles

The Police Department is investigating several crimes which have been occurring in the area of School Lane Hills, President Avenue, and Columbia Avenue.

Shortly before 2:00 p.m. April 7, 2010, a resident of North President Avenue returned home to find that forced entry had been made to the residence and that the home had been ransacked. Jewelry and electronics had been taken.

Along Columbia Avenue, cars in the parking lots of businesses and churches have been targeted. The thieves have been smashing windows and removing valuables, such as GPS units and stereos.

Protect your homes with basic crime prevention techniques. Trim your bushes to ensure that your windows and doors can be seen from the street. Keep your doors and windows locked at all times. Get to know your neighbors and encourage them to report suspicious activity. Leave outside lights on at night to deter criminals. Be sure that your address is clearly visible from the street so that emergency responders can find you quickly in an emergency.

Protect your vehicles by locking your doors and removing your valuables – any indication that something valuable is inside gives the criminals a reason to break in. At night, park in a well lit area.

When you see suspicious activity, such as a vehicle or person that is out of place, it is important that you call 911 immediately!

1) Vehicle Theft, 1700 Block Judie Lane (LT) – A resident of the 1700 Block of Judie Lane, Lancaster Township, reported that their 1999 Honda Civic was stolen sometime overnight March 30-31, 2010. Loss $3,500. The vehicle was recovered later in the day by the Reading Police Department, but the vehicle had been stripped.

2) Vehicle Theft, Knollwood Drive (MT) – A resident of the first block of Knollwood Drive, Manheim Township, reported that their 1996 Honda Civic was stolen sometime during the early morning hours of March 31, 2010. Loss $2,500. The vehicle was recovered later that same day by the Reading Police Department, but it was missing all four wheels.

3) Attempted Vehicle Theft, Clark Street (LT) – A resident of the 900 Block of Clark Street, Lancaster Township, reported that an unsuccessful attempt was made to steal his 1998 Honda Civic sometime overnight March 30-31, 2010.

4) Theft from Vehicle, 1600 Block Chadwick Circle (LT) – A resident of the 1600 Block of Chadwick Cir, Lancaster Township, reported that a stereo and Ipod were taken from their unlocked Honda Accord sometime overnight March 30-31, 2010. Loss $340.

Based on some of the calls that I've received there are some misconceptions regarding the fire department and the proposed emergency services center.

- the misconception
* is my response

- The station is going to be 20,000 and they contacted a company that builds these things and that’s too big.
• The stations is NOT going to be 20,000 square feet. We’ve stated that we were using the building shown on the plan to be able to accommodate the building’s orientation depending on site specifics. We are committed to building the smallest possible building that will serve our needs.

- The building is going to be $3.5 - $4 million dollars.
• The building is not going to be $3.5 - $4 million dollars. Other stations serving similar communities have built stations for between $2 - $3M, and that’s a more likely number. Until we settle on a location, we can’t determine specific cost.

- Lancaster Township is raising taxes again
• Lancaster Township hasn’t had a tax increase since 2003 when the tax was raised to .7 mills, and actually the millage declined to .6 in 2005, where its stayed since. The supervisors have not discussed, nor are there any plans to raise taxes. The mechanisms of funding for building a station will occur after determining how much the station will cost and will include fire company funds, may include the sale of current fire company land, grants, and donations. Municipal contribution will be part of the process, but that doesn’t necessarily mean anything with regard to millage.

- This is “protected parkland” and the township is violating the state rules by construction a fire station on the school district land.
• The park was developed with the cooperation of the state through a recreation grant program. We’re aware of the state obligations. The state is aware that we’re looking at using the property in this capacity. The township is not in violation of anything. If its determined that the SDoL land will need to be used, then there are provisions in place to make sure that all the state requirements are met.

- The West Street location isn’t really under consideration and the Township has not intentions of using that property. The response time from there is too slow.
• The documentation on the website explains in details the ingress and egress parameters of each site. The West St. site is being considered.

- The current buildings are in fine shape and can continue being used. The Maple Ave. site can be expanded by buying the surrounding houses and tearing them down. We have two ladder trucks and if we just reduced the number of ladder trucks then we’d be fine. Etc etc
• We’ve addressed these issues numerous times. We do NOT have two ladder trucks in Lancaster Township. The operations were explained in last fall's meeting and explained over and over again to the leadership of the “Friends of the Park.”. Furthermore, those making these accusations have been repeatedly invited to come to the fire station to see the facilities and operations so that they can have an informed opinion. To date, not one person has come to the station to see what facilities exist or what equipment the fire companies have.

- There are other properties available;, the township turned down land that was made available;, there’s land about to become available
• First, the township has not turned down any land offered for a fire station. To the contrary, we’ve actively sought land that we thought might be available. In each instance where people have made an assertion that land was available or where land might become available, I’ve asked them to provide examples or specific information. In each case there was none. We put out our independent and detailed analysis showing a review of every parcel within the township and have even considered properties outside of the township. Those results were presented to the public on March 8. That documentation has been available since March 9th on our webite. The two properties (three options) that we’re presenting on March 31st are the only available options.

Indecent Exposures (LT) – The Manheim Township Police Department is investigating two incidents of indecent exposure that occurred along Columbia Avenue in Lancaster Township on March 9, 2010. A 16 year old Lancaster female reported that at 5:00 p.m. March 9, 2010, she was standing along Columbia Avenue at the entrance to Stone Mill Plaza when a black male in a white vehicle pulled up to her and exposed his genitals. He then drove away. Later the same evening, two Lancaster females, ages 10 and 11, flagged down a patrol car. They reported that they had been walking in the 1000 Block of Columbia Avenue at 9:25 p.m. when a white male with blonde hair, wearing a gray hoodie and blue pants, approached them from behind some bushes and exposed his genitals. The girls ran away. Any person with information on these incidents is asked to call the Anonymous Crime Tip Line at (717) 569-2816.

Hopefully by this time you’ve learned of the meeting slated March 31st at the Maple Grove Building at 7:00 pm. The purpose of that meeting is to provide the Supervisors and public with information concerning the potential sites for the emergency service center.

The work that narrowed down the 4500+ Township parcels to the two remaining sites ( the park location and a location at West and Elm) has been completed. That information will be presented to the Supervisors at their upcoming regularly schedule workshop at 6 pm on March 8.

Over the course of the few months, as these details have become available, I’ve provided the information and analysis to Kim Lutz, Brian Hernon, and other interested representatives of the community. I’ve also made this information available to fire company leadership. The details being presented Monday night will be consistent with that distributed information. After the Supervisors meeting, all the detailed analysis will be available at the Township Office and we’ll try to have it up on the website by the end of next week.

The public is, of course, invited to attend Monday night’s workshop, but no decisions will be made at that time and all the materials to be distributed will be made available to the public. There will be no decision or deliberation regarding the park site nor the West Street site on Monday night. We continue to work on specific details for both of those sites and all information, discussion, and deliberation for those two sites will occur at the March 31 meeting.

Lancaster Township Residential Burglaries

The Police Department is investigating several residential burglaries which have recently occurred in Lancaster Township during the daytime hours.

Residents are urged to lock their doors and windows when not at home. It is also important to report suspicious activity as it is occurring. If you see somebody walking around a neighbor’s house who does not belong there, CALL 911 IMMEDIATELY!

Outside lights should be left on at night to deter crime, and bushes should be trimmed back from your windows and doors. Get to know your neighbors so that you are familiar with what is “normal” and what is not. Don’t be afraid to report anything suspicious to the police.

1) Theft from Vehicle, 500 Block North President Avenue (LT) – A resident of the 500 Block of North President Ave, Lancaster Township, reported that a window on their vehicle was shattered and a GPS unit taken sometime overnight February 24-25, 2010. Loss $500. The vehicle was parked in a driveway in the 500 Block of North President Ave.

2) Theft from Vehicle, Greythorne Road (LT) – A resident of Greythorne Road, Lancaster Township, reported that a kerosene heater valued at $300 was taken from the bed of his truck sometime overnight February 24-25, 2010. The vehicle was parked in the first block of Greythorne Road.

Dinner Postponed

The volunteer recognition dinner scheduled for tonight is being postponed until April 8. The times and location will remain the same.

Residents did a great job of getting cars off the roads in the last snow storm. If we get snow again tonight, having the cars off the road will be a help in clearing the cart way.

Emergency Services Facility meeting

1) Thefts from Vehicles, February 17, 2010, 1319 Millersville Pike (LT) – Windows were smashed on two vehicles parked in the lot of Planet Fitness, 1319 Millersville Pike, sometime between 5:30 and 7:00 p.m. February 17, 2010. A Lancaster male reported that a GPS and cell phone were taken, total loss $1000. A Columbia female reported that a purse was taken from her vehicle. Loss $750.

2) Criminal Mischief, 1043 Baron Drive (LT) – Mill Creek Manor, 1043 Baron Drive, reported that a window on the management office was shot with a projectile sometime overnight February 16-17, 2010.

3) Retail Theft, 4:37 p.m. February 17, 2010, 1256 Millersville Pike (LT) – Radio Shack, 1256 Millersville Pike, reported that a male was observed by store employees cutting open the packaging to a cell phone in an attempt to steal it. The employee intervened and a struggle ensued during which the suspect was able to flee, leaving the phone behind. The suspect is a light skinned black or Hispanic male in his 20’s, wearing a gray sweatshirt and a Yankees hat. Loss $79.

1) Simple Assault, 12:51 p.m. February 14, 2010, South West End Avenue at Prangley Avenue (LT) – A Lancaster male and female reported that they were assaulted by three people following a road rage incident. The pair were driving on Prangley Avenue when they exchanged words with the occupants of another vehicle because of the reduced width of the roadway. When the pair got out of the car at their destination on Prangley, they were approached by the occupants of the other vehicle. A fight ensued during which the female sustained injuries requiring medical treatment. The investigation is ongoing.

2) Thefts from Vehicles, February 14, 2010, 1025 Columbia Avenue (LT) – Windows were smashed on two vehicles parked in the lot of First Assembly of God Church, 1025 Columbia Avenue. A Lancaster female reported that her purse was taken from her vehicle, loss $373, and a Willow Street female reported that her backpack was gone through and an attempt was made to remove her in-dash stereo, loss $500. Occurred during the late afternoon and evening hours.

3) Theft from Vehicle, February 14, 2010, 1120 Columbia Avenue (LT) – A window was smashed on the vehicle of a Landisville female while it was parked in the lot of Degel Israel Synagogue, 1120 Columbia Avenue, during the evening hours of February 14, 2010. Her in-dash stereo was taken. Loss $350.

Storm Report
2/9/10 – 2/11/10

What a storm we had! Can’t wait till spring!

Not much to report. Things ran pretty much the same way they did during the last storm which is to say very smoothly. Once again the LT Highway Dept., Lafayette FD, LT Fire Dept., and MTPD shined and delivered outstanding service to the residents of LT. In my last storm report I neglected to report the activity on the East side. It is included in this report.

Once again, calls for emergency services were monitored and proper resources sent to assist on the call. The fire departments were automatically dispatched for Class 1 EMS calls (highest class EMS service).

We have many very tight roads in the township. We continue to monitor them to make sure emergency vehicles can get thru or at least get within close proximity of any emergency calls. I recommend considering removing snow on the main routes each fire house uses to access main roads allowing the apparatus adequate room to leave and return to the stations safely. Being proactive now would be wise. Another storm will only narrow the streets even more.

The following call activity does not include any out of township services rendered (mutual aid).

Fire Company Activity

Trash Collection Update

Lebanon Farms will be attempting to send two trucks through the Township on Friday.

The trucks will try and pick up on as many roads as they can safely access.

Whatever they cannot get to, they will pick up next week when they resume a regular schedule. There will be no limit on bags next week to make up for the skipped collections.

Please do not put any recycling out until next weeks collection.

Just talked with public works department. The guys are still at it. Drifting becoming a headache, but they've finally got ahead of the storm. Rob and I talked about a delay in opening the office tomorrow morning in order to give them time to open up the office parking lot. We'll make an A.M. decission.

No major incident or accidents with either the road crew or the public so far ( knock on wood). We've taken off a few mailboxes by we can sort all that out when this all stops. No trash pick-up tomorrow.

Lebenon Farms informed me that they have never shut down due to the weather, however, if for some reason, they can’t make it up a street, back an alley, down the road…etc..trash will be collected the following day.

Also, if you speak to any of the residents, please ask them to hold their recycling until next week, if they can, to prevent the container from getting buried and/or blowing away. 40MPH winds are expected tomorrow. Also, I am asking the residents, as they call in, to place their trash in garbage bags, and taking that to the curb rather than their cans. It’ll help out the Haulers tremendously, and will prevent the residents from going out in this weather to retrieve their can.

Action Items that took place

On 05/Feb/10 @ approximately 00:00 hrs I went to the American Red Cross warehouse and obtained 10 complete sets of sleeping cots, blankets & pillows for firefighters that volunteered to sleep overnight at each station. We had about 8 individuals remain at the fire stations 24 hrs till the morning of 07/Feb.

On 05/Feb/10 @ approximately 09:00 it was decided that the FD would run on all medical calls in the township due to LEMSA’s extended response times due to road conditions.

KUDOS !!!!!!

- To the MTPD for their excellent service during this storm! In my 28+ years in emergency services in LT I never saw ALL of our assigned police officers in 4 x 4 vehicles. They were present on every major or potential major call we had. I cannot say enough about their mobility during this storm and their presence at calls. They were simply excellent.
- To the volunteers of the LTFD for providing top of line emergency services to LT residents during this storm especially those who volunteered to stay overnight in the stations which greatly reduced their response times to calls. It was also very beneficial to have the FD run on all medical assist calls within LT.
- To the LT Road Crew. Their performance was excellent in conditions that were very poor and with very little down time / rest. Communications with them on trouble spots was excellent. Their assistance on the medical emergency in Sterling Place as well as the fire on Southport was priceless.

Black Marks

- Goes out to PenDot for a lousy job on the state highways. Columbia Ave, Marrietta Ave, Millersville Pk to name just a few were in horrible condition and were still in pretty bad shape this morning 08/Feb.

Conclusion

The BOS had much to be proud of. I traveled in many other areas outside of LT and our township looked better than most. The residents are truly blessed with exceptional personnel and volunteers that worked very hard over the weekend to protect the resident’s health and safety.

Snow Preparation

During the last substantial snowstorm, we ran into problems with vehicles on the road.

Wherever possible, please move your vehicles off the roadway during the snow storm. Especially in our higher density residential areas, it becomes difficult to effectively utilize all of our equipment when there are cars restricting the cartway.

Please also refrain from throwing shoveled snow back onto the roadway. That snow typically gets compacted by cars, then refreezes creating hazardous roadway conditions as well as eating up limited manpower and materials.

During the early morning hours of January 23, 2010, an unknown person entered an apartment in the first block of Michelle Drive, Lancaster Township, and stole a laptop, phone, purse, and several other items. Credit cards from the purse were used a short time later at an area store.

The attached photo shows the person who used the credit cards. Police are seeking help with the identification of this person.

Residential Burglary

The Manheim Township Police Department is investigating a daytime burglary which occurred in the 300 Block of Abbeyville Road, Lancaster Township.

Sometime between 6:00 a.m. and 2:30 p.m. February 1, 2010, entry was made to a residence by forcing open a door. Jewelry and Electronic devices were taken, including a TV and laptop.

If you saw anything suspicious in the area of Abbeyville Road during the time that this occurred, please contact the police immediately. If you know who committed this crime and you wish to remain anonymous, please call the Manheim Township Anonymous Crime Tipline at (717) 569-2816.

Remember to lock your doors and windows when you are not at home. It is also important to report suspicious activity as it is occurring by dialing 911. Outside lights should be left on at night to deter crime, and bushes should be trimmed back from your windows and doors.

1) Shots Fired Investigation, 1:00 a.m. January 2, 2010, 1492 Lititz Pike (MT) – Officers were sent to a report of shots having been fired outside of the Days Inn, 1492 Lititz Pike, at 1:00 a.m. January 2, 2010, following a disturbance inside. There were no injuries. Manheim Township Detectives are currently investigating. 2) Theft, January 2, 2010, 30 Keller Avenue (MT) – Donald Schiffer of Shinglehouse, PA, reported that his laptop was taken from his room at the Rodeway Inn, 30 Keller Avenue, Manheim Township, sometime during the day on January 2, 2010. Loss $600.

3) Public Drunkenness Arrest, 4:39 a.m. January 2, 2010, 6400 Block Lemon Street (EP) – Kian L. Kianzad M/18 of East Petersburg, was arrested for Public Drunkenness and Underage Drinking by Officer Natalie Littlehale. Kianzad knocked on the back door of a residence in the 6400 Block of Lemon Street at 4:39 a.m. January 2, 2010, and entered the residence when the homeowner opened the door. He was released to a family member.

4) Theft of Services, 2:25 a.m. January 2, 2010, 1021 Dillerville Road (MT) – Waffle House, 1021 Dillerville Road, Manheim Township, reported that a male and female customer were stopped as they tried to leave without paying for their $11.33 bill. When confronted, they ran to their vehicle and drove away. The investigation is continuing.

5) Retail Theft Charge (MT) – Officer David Onda filed a criminal complaint for Retail Theft against Matthew R. Keller M/24 of Lincoln Highway East, Ronks. On December 9, 2009, Keller pumped $42 worth of fuel into his vehicle at the Turkey Hill, 1501 Manheim Pike. A clerk who ran after the fleeing vehicle found that the plate had been covered. Keller was later identified by Officer Onda. The complaint was filed before MDJ David Miller.

6) Identity Theft Charge (EP) – Officer Natalie Littlehale filed a criminal complaint for Identity Theft and Access Device Fraud against Taryn A. Whitmoyer of Pineland Road, Birdsboro. In October 2009, an East Petersburg woman learned that her identity had been used to open and use a credit card, loan, and cell phone account. The total amount that was used from those accounts is $342. The complaint was filed before MDJ David Brian on January 30, 2009.

1) Public Drunkenness Arrest, 4:02 a.m. January 1, 2010, 500 Block Misty Drive (LT) – Marvin R. Plummer M/22 of Hollow Run Road, West Chester, was arrested for Public Drunkenness by Officer Michael Naff. Officers responded to a disturbance in the 500 Block of Misty Drive and became involved in an altercation. He was cited and released.

2) Simple Assault Arrest, 12:36 a.m. January 1, 2010, Tollgate Station Road (MT) – Officer Lee Billiter arrested Rudolfo L. Garcia M/34 of West Dundee, IL, for two counts of Simple Assault. Garcia punched his 33 year old girlfriend and her 11 year old son during an argument at a residence on Tollgate Station Road, Lancaster. Both sustained minor injuries. Garcia was arraigned before MDJ Willwerth, and committed to Lancaster County Prison in lieu of $45,000 bail.

3) Theft Arrest, 2:41 a.m. January 1, 2010, 222 Eden Road (MT) – Officer Jesse Crnkovic arrested Michael J. Fiorill M/33 of Blue Rock Road, Lancaster, following a disturbance at the Eden Resort, 222 Eden Road, at 2:41 a.m. January 1, 2010. Fiorill pulled a flat screen TV from the wall, damaging the TV and the wall, and left the hotel with the TV, a fire extinguisher, and a poinsettia. When confronted by the hotel manager, he tried to strike the manager and then fled on foot. Fiorill was apprehended by arriving officers after a brief foot pursuit. He was arraigned before MDJ Willwerth on charges of Theft, Resisting Arrest, Criminal Mischief, Harassment, and Disorderly Conduct, and committed to Lancaster County Prison in lieu of $50,000 bail.

4) Public Drunkenness Arrest, 3:39 a.m. January 1, 2010, 1370 Manheim Pike (MT) – Dustin M. Stively F/28 of Arch Street, Ephrata, was arrested for Public Drunkenness by Officer Steven Newman. At 3:41 a.m. January 1, 2010, Stively caused a disturbance inside the Lyndon Diner, 1370 Manheim Pike. She was cited and released.

1) Access Device Fraud Arrest (MT) – Erica S. McCue F/24 of North Queen Street, Lancaster, was arrested for Access Device Fraud by Detective Robert Beck following an investigation into the theft and use of a Lititz man’s credit cards. The victim reported that his cards and money clip had been lost or stolen at an area business on December 18, 2009. The victim’s two cards were then used at numerous area businesses between December 23 and 29, 2009, to make purchases totaling $2700. Using information provided during one of the purchases, Detective Beck was able to identify McCue as the person who was using the cards. On December 30, 2009, police stopped a RRTA bus after receiving information that McCue was on the bus. She was taken into custody without incident and arraigned before MDJ Willwerth on two counts of Access Device Fraud and one count of Receiving Stolen Property. She was committed to Lancaster County Prison in lieu of $40,000 bail.

2) Warrant Arrest, 1:05 p.m. December 31, 2009, 1296 Lititz Pike (MT) – Christopher M. Kipphorn M/21 of Knollwood Drive, Lancaster was arrested at 1296 Lititz Pike on an outstanding bench warrant after officers received information on his whereabouts. He was turned over to the Lancaster County Sheriff’s Department on the warrant.

3) DUI Arrest, 11:29 p.m. December 31, 2009, 1600 Block Lititz Pike (MT) – Edbert Laboy M/29 of Coventry Road, Lancaster, was arrested by Officer Lee Billiter for DUI after he was stopped for a traffic violation on Lititz Pike. He was released pending a summons.
